I'm an active suty Air Force member stationed at F.E. Warren AFB in Cheyenne Wyoming. I'm wanting to submitt some sort of propsal to allow the use of metal detecors on the base. I'm looking for help in drafting some sort of proposal or permit.  The first problem I'm encontouring is who would I need to submitt it to.  Would I need to contact the Cultural and Natural Resources on the installation, the Base Commander,  Base Legal Office, or the Historic Preservation Society.  More than likely, I will probably need to contact them all, along with the base Secuity Forces.  How do I determine who or what agency has jurisdiction over the Base?  So far, my basic proposal is to provide my services to locate lost articles and return them to thier owner,  assist the base Security Forces and OSI if needed. If any thing of historic significance is found, bring it to Cultural and Natural Resources for them to determine its significance or have it displayed at the Base Museum.  I would respect any areas that where deemed off limits and be personnally accountable for any damage.  I primarlly would like to have permission to detect in areas that have construction already going on such as sidewalk replacements and resodding and detect at a time as not to interfere with constrution crews.

I know this might be an uphill battle, but its worth a try.  Having the opportuniy to set a precedence and showing that we as metal detectorists are responsible and sensitive to cultural and natural resources maybe just what we need to change some peoples perceptions.  I appreciate any help and suggestions.  Thanks
